The attribute field specified in the Display Expression on the Display tab of the point layer properties is used as label values. I have tried the 'Construct Polygons' tool in Edit mode, but it returns empty attributes table, and 'Feature to Polygon', but it doesn't return attributes at all.

With only having a Basic license level of ArcMap, you are limited to tools within ArcMap to perform this process. A polygon geometry associated with a GeoEvent could be tested to see if it intersects, crosses, or contains a GeoFence whose geometry is a point or polyline.
